Writing Kirigan off would have been childish and short sighted. It also would have been unfair to paint him in such black and whites, even if it did fit the aesthetic. Raylan wasn't that kind of man. The world was not black and white. It was even less so here.

He would, eventually, extend that to anyone who came upon him in this place. Until they gave him reason otherwise.
