He does understand it and Bucky knows how he looked after arriving straight from a war that should have been lost. A miracle had happened and as much as he wants to be happy because of it, he's not entirely sure the cost to him was worth it.

He hears something in her voice besides exhaustion and his stomach bottoms out before a sick feeling moves up into his throat. It didn't take much to decide what she did to make sure that fleet stayed destroyed.
