[Neither place is a place that Callisto has ever heard of, but context-wise, it's not difficult to parse - Portland must be a village and America a nation, or Portland is a region and America is a nation, or Portland is a village and America is a region - or whatever. America is clearly a big place, and Portland is a smaller place inside of it.]
